As noted in the issue description, the CWG added two members to the group at the beginning of May, bringing the total to 6: https://www.drupal.org/node/2877006

The CWG also periodically reaches out to subject matter experts to get advice on issues where it needs additional assistance (e.g., mental health issues). Currently, this is done on an ad hoc basis, though we have been discussed how to formalize some of these relationships.

I think the big question here is whether our charter should mandate how many "regular" members the group has, or whether it should remain open-ended as it is now.
