The class does not reflect the Toolbar menu states.

Proposed resolution

To remove menu-item--expanded / menu-item--collapsed. And keep to use OPEN to flag the open/close states.

I tested this on 10.0.x and OPEN is used to flag the open/closed state.

Therefore, closing as outdated.

If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
