The current Rules release, tagged 3.0-alpha2, is not usable with Drupal core 8.3+ and causes multiple failures. However, these have been fixed in the latest dev release, and there is growing support for the dev code to tagged alpha3. This will assist many users, eliminate a lot of support time helping with problems that are already solved, and will show that Rules is progressing towards a full 8.x version.
