The name and description of the "Config" module is somewhat vague as to its purpose and scope. For instance, since there isn't any other config-related module in Drupal core, I think many of us assumed that having the Config module installed was a prerequisite to doing any kind of configuration management (including drush config-import/export, config split, etc...).
In fact, the Config module is strictly a nice user interface to the backend config subsystem, in the same way that the Menu UI module is a frontend for the menu system (which works just fine without the UI).
To help prevent this kind of confusion, I think it would be good to rename the module to Config UI, or at least make it clear in the description that it's strictly an administrative interface.

We are working to decide if this proposal meets the Criteria for evaluating proposed changes. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or there is no community support. Your thoughts on this will allow a decision to be made.
Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
