As described in #2868517: Support private git repos, webhooks might be the only good way to handle private git repos. As a result, we'd want to be able to disable queue checks on these distributions, as they'd always fail. We also wouldn't need to store the update signature.

It should be pretty straight-forward to add a checkbox to control queue-based updates, and then filter results in getDistributions().

Actually, we should probably add "update check triggers" checkboxes to distributions. We could then individually enable queue-based checks, webhooks, and possibly others (e.g., "check for updates" tasks for platforms and/or sites.)

There's currently no indication that distributions will be automatically checked for updates. So adding a control for it will be informative too.
