In a newly installed clean Drupal 8.3.0 site, I followed this tutorial, but I cannot create annotations. I have grant create annotations permission to anonymous users. It seems due to JavaScript errors as displayed in the screenshot below.
Version info:
Drupal 8.3.0
Videojs 8.x-1.0 (Use CDN, I also installed Libraries module, but still nowhere to set videojs to load local library)
ova 8.x-1.x-dev

Finally, after I unchecking "Aggregate JavaScript files" on /admin/config/development/performance, this problem disappeared.
