Follow-up to #1854480: Remove inactive maintainers from MAINTAINERS.txt. That issue removed @kbahey from the list of active maintainers for dblog, but accidentally omitted syslog. kbahey is already listed as a past maintainer for both modules on https://www.drupal.org/core/maintainers/past.

This does make sense given that he was removed from dblog maintainers, and he didn't mention on the main removal issue that he would like to remain as a syslog maintainer.
