Grant participants access to the revisions tab

Problem/Motivation

Workflow participants should have access to the revisions tab in order to be able to see, for instance, reviewer log messages, what has changed, etc.

Proposed resolution

Grant participants limited access to the revisions tab. This should account for core's tab, and the potential Diff module's version.
