On editing the shipping info on review page , user has to fill up the form once again instead of values getting pre- populated in checkout page.

I cannot reproduce this problem.

1) Are you running beta1 (or today's -dev)?
2) Do you have the latest -dev of Commerce?
3) Can you provide a screenshot of the information shown on the Review page? and then the empty form when you try the edit?

1) Using 8.x-2.x-dev (released on 20th Feb)
2) Commerce 8.x-2.x-dev latest
3) On review review page
4) On clicking edit , on checkout page the form is new once again checkout page

I see that you have #2844920: Allow customer profiles to be reused applied, it might be related to that.

I had posted the issue there too, but they said that this is related to commerce shipping
