The commerce_beanstream setting:

Require CVD number for credit card transactions is only applied when cardonfile is installed.

The application of this setting was removed this from the cardonfile pane_form_alter and added a more generic hook_form_alter.

Now the setting is applied whether cardonfile is installed or not.

Patch looks good- I had to re-roll it against the latest, but just committed on 2.x-dev branch for further testing before cutting a new release (hopefully) very soon!
