steps to reproduce
- enable multilingual site and module_filter from admin/modules
- add 2nd language admin/config/regional/language
- edit user user/1/edit and set language settings to the language you just added (not english)
- on EXTEND admin/modules you want see all the groups (the only groups SHOWN are core, recently enabled, newly available)
NOTE default language is irrelevant admin/config/regional/language whether is english or non-english

if you put language settings to english from user/1/edit
than all groups are displayed in EXTEND section

I've followed your steps but cannot reproduce the issue.
- Enabled the language module (along with module_filter).
- Added a second language, I went with Spanish.
- Set user 1's language to Spanish.
- Went to Extend. All tabs are showing.

What version of Drupal are you experiencing this with? I tested on 8.2.7.

maybe the step that is missine is that the 2nd language is Default ?
can anyone else confirm the steps to reproduce ? @cosolom ?

I have only one enabled language - Russian. When i add english - problem still here. When i set english as default (but on 2nd place) - problem gone. When i set language to russian - problem appear. So this is depends on default language.

I have tested this and the issue is related with the sites which has language that are not written roman characters. I tested with German, English, Russian and Greek, the issue appears in Greek and Russian but not in English, German or even Finnish. I have posted the images below:

The missing step to reproduce was to actually import translations. Just enabling the language was not enough.

Here's a modified version of the patch that uses the value from the "id" attribute of the details element.

With last patch #8 not working for me, because summary have no id attribute (default admin theme Seven). So actual patch still from #6
