Force postal code lookup first for geocoding, if street data not available

This is more of a question. If you only have city, state, zip and country data or some combination, why would you need to use location_latlon_exact when you don't have the exact address anyway? Would it be better to check if street data is available and use location_get_postal_code first? Or is the postal code lookup slower/more of a resource hog?
