Help link not aligned correctly if Permissions / Configure links not available for a particular module.

Help link should be aligned left in any case.

Hi @shailesh.bhosale,

I have checked your patch, it's working properly, but after enabling ctools module, I have found that individual help/permission/configuration button's text is not aligned correctly.

I am attaching a screenshot for your reference.
