#2822837: Replace @expectedException @expectedExceptionMessage with $this->setExpectedException

we are trying to generate a script which will refactor away some deprecated tags

In one file in core there is a 'special case' where we need to refactor 3 @expectedExceptionMessageRegExp tags

This is a time management thing it is quicker to refactor this corner case manually than update the script.
