Split from #85494: Use email verification when changing user email addresses.

In #85494: Use email verification when changing user email addresses we noticed that user.settings:password_reset_timeout does not have UI exposure. There we are adding a new symmetrical setting: user.settings:mail_change_timeout. We kept the symmetry and make the new one a config, even if, not having UI, would had been better a setting. Now both are configs but with no way to alter them, neither through UI nor in settings.php.

Unpostpone when #85494: Use email verification when changing user email addresses is in.

Implement UI for both.

Contrib solution for user.settings:password_reset_timeout: https://www.drupal.org/project/user_pwreset_timeout. Can deprecate when this makes it into core.
