Reset the site name on the page "Basic site settings" when updating the translation

After upgrading to 8.2 I see the next bug at all my sites: the site name on the page "Basic site settings" reset when updating the translation.

Now I tracked the actions that lead to reset the site name.

before the translation update

result - the name of the site is replaced by "Drupal"
