Issue

If an anonymous user goes to a page they can't access they get redirected to the "access denied" page and causes a redirect loop.

Steps to reproduce

  • Log out
  • Navigate to a restricted page e.g. /admin/structure/block
  • Loopty lieu

I think we should check if the user is anonymous before the access check.
