In the current version, the suggestion for form-element--form-id--[form-id].html.twig does not work.

When I change the line $suggestions[] = 'form_element__form-id__' . $variables['element']['#form_id']; to $suggestions[] = 'form_element__form_id__' . $variables['element']['#form_id']; it works.
