For Rules and similar use-cases, we need typed data filters. Please check the Rules issue for the latest discussion and code for now #2471481: Integrate Typed Data Widgets. Further code/discussion should go here, while the Rules issue should be kept for integration the result of this into Rules/Context.

As a first step, I think this needs at least a working text input and select widget, including test coverage and working validation.
Then, we need to add a test case for multi-value selects and a general purpose multi-value select widget class.

The latter can go into a follow-up, the former should be done before merging the code. Thus adding sub-tasks for that.
