Just a backport issue that only gets triggered in special circumstances. Trivial patch flying in that fixes this for me.

I just fixed this with another approach - see my pull-request on github: php 7.0 compatibility: Replace calls to \Drupal\Component\Utility\String with \Drupal\Component\Utility\SafeMarkup
Not sure what way is the proper to go.
