The color module allows for changing the background of the header. But if a theme (eg the Default Garland theme) has a default white foreground color for the Primary links, and the user chooses to have also a white background for the whole header, then the text of the Primary Links is hidden.
There is no option to change the foreground color of the Primary Links, only the foreground colour of the whole page text. I would suggest that this feature should be added to the module and the default colorable themes. If I am mistaking, and it is supported by the color engine but not the theme, please move this request to the Garland and Minelli theme developers
