Problem/Motivation

Finally, jQuery released an official slim version with cut down of features and file sizes. Currently, increasing sites build on other JavaScript frameworks (e.g., Libs listed in https://www.drupal.org/node/2645250) with API to handle these missing features in jQuery Slim version. Even said, on mobile site we may serve a slim version of websites on purposes

Remaining tasks

1. Should we include jQuery Slim in next 8.2 release?
2. Evaluate to load jQuery standalone & slim version conditionally (Roughly idea, only load jQuery standalone if any ENABLED modules registered jQuery standalone as dependency lib)
3. Evaluate & Refactor Ajax System to adopt any Ajax framework
4. Evaluate & Refactor jQuery effects to CSS based. (Basically, I think we've already preferred CSS based anime but we do not have any actions yet)
5. (add your idea)

In my opinion, Point #3 & #4 are must-do.
