Notify user why they could not log in

When attempting to log in as a local Drupal account when simplesamlphp_auth's setting is set to disallow there is no notification what happened. As a user I am redirected to the home page (or elsewhere) without any sort of notification. Attached is a patch to print a message to the user using cookies to get around the session destroy.
