I checked many field's help text (#description) from core. I got one and also I created a issue for that and the issue was submitted to core. I went to create a image style and I found another description text for a field which also has no full stop (.).
I know this is very simple, but my thought our all sentence is ok except this sentence also.
Proposed resolution
I think, This sentence need a full stop(.).

The attached screenshot shows that the full stop has been added.
