Allow sites to opt out of CPS's deletion policy

Currently cps_can_edit_entities() prevents all entity deletion unless the entity in question was never published. While this is generally desirable sites should be able to opt out of CPS's deletion policy and allow entity deletion with the full understanding that doing so will impact archiving functionality.
