From the documentation for _country_get_predefined_list() in includes/iso.inc:

Get an array of all country code => country name pairs as laid out in ISO 3166-1 alpha-2.

In fact, there are many discrepancies between this list and ISO 3166-1 alpha-2.

Filed against D7, since this function doesn't exist in D8.
