To resolve some recent instability on Drupal.org that is likely due to a php version issue, we will be upgrading the Drupal.org webnodes to PHP 5.4.

*Notes:*
* Rewrote the puppet drupalphp module to greatly simplify the php install
now that we use the same version everywhere.
* Discovered apc wasn't actually caching anything, anywhere we had php 5.4
running (dev, staging, etc.).
* Added php-pecl-zendopcache and php-pecl-apcu to all systems. This replaces
the broken apc.
* Opcache is not good at becoming "full"; verified we weren't nearing the
1500mb limit we have set. We may need to adjust settings/add monitoring of
this behavior (which restarts php if opcache fills up).
* Performance is improved.

Deployment schedule: week of 2016-02-15, possibly into week of 2016-02-22
- First tested on staging environment
- Then deployed to a single webnode
- Then deployed to all webnodes if working properly
Backout plan: Remove the single upgraded web-node from rotation - troubleshoot- try again.
