A quick look seems to show that this is already part of Drupal Core. E.g.:

*.module text eol=lf whitespace=blank-at-eol,-blank-at-eof,-space-before-tab,tab-in-indent,tabwidth=2 diff=php

So it seems this should already work for Drupal Core patches, it's just patches for contrib that will still have this problem.
My bad, didn't know about that. I think this is "Closed (duplicate)"?
