Implement support for adding arbitrary static contexts to Panels displays in Panelizer

Page Manager supports adding arbitrary static contexts (ie. a context pointing at node with nid 7), and this was supported in Panelizer in D7.

We need to get support for this in Panels/CTools before we can support it here - most likely by moving the Page Manager code there. Postponed until that happens.
