Para image field edit not saved on node save as draft (moderation)

Using Paragraphs 7.x-1.0-rc4 and Workbench Moderation 7.x-1.4+8-dev (just workbench moderation stand alone, no Workbench).

Issue I am having has I think been described elsewhere, but not sure:

I tired patches there but did not fix issue I am having.

Here is my issue:

I have a node type with paragraph fields. The paragraph fields contain an image field. Steps to reproduce problem:

1. Create a new draft of the node including an edit of the image in a paragraph field.
2. On save of draft, the image change is not saved - image goes away altogether (also true if saved as "needs review").

If moderation is bypassed altogether by choosing "published" on save image edit is saved.

Is there a fix to this in issues here I missed?

UPDATE: this is an issue with replacing an image but not when adding an image when one was not there to begin with.

UPDATE: the error in the Drupal site log is:
Warning: array_key_exists() expects parameter 2 to be array, null given in theme_image_formatter() (line 605 of /Users/rick/Sites/kaman/root/modules/image/image.field.inc).
