After searching and debugging some hours why my menu does not render the child elements / submenu even my menu block was configured like it should display them @LewisNyman pointed out that the menu item itself needs to be flagged as 'expanded'. After doing this it worked like expected.

To prevent this and make it more intuitive there might be the option to flag menu items by default as 'expanded' or to highlight the expanded option in some way. Any suggestions here to how to increase the UX for themers / site builders?
