The Beanstalk queues are missing some items that sometimes result in issues such as failed repo creation.

Update: Fixes to beanstalkd and pheanstalk deployed - this should allow us to find the issues that cause repo creation failures.

Production outage: Yes - a small outage of around 20 min will occur for git pushes starting at 12:00pm Pacific (8:00pm UTC)
