Link payment details from commerce payment screen

Same as for ubercart (#2628056: Link payment details from UC payment screen), the commerce payment list is not connected to the payment module UI what's quite bad for UX. Attached is a patch what makes sure the shop owner has a simple link to further payment details for the commerce payment screen. (The menu item is picked up by the views operations plugin of commerce payment).

Patch is for 7.x-1.x, but might apply to the 2.x version as well (not sure about the differences here).
