Can't see a reason why transactions with state equal to NEW can't be deleted or edited. they should be the easiest to edit/delete, since it do not imply any operation on the accounts.

Note also that there are a considerable number of NEW transactions in www.integralces.net produced due to remote transaction errors.

Added 'NEW' state in ces_transaction_access in ces_bank.module
When a transaction is going to be deleted in CesBank->deleteTransaction(), the transaction can be in state NEW without problems.
