[private_taxonomy] Private Taxonomy Terms

# Summary

This project enables setting a vocabulary as 'private'. A private vocabulary allows users to own their own terms in a vocabulary. This associates every term in a private vocabulary with a user.

The only functionality that has not been ported is integration with Apache Solr.

The port is complete for all functionality excepting integration with Apache Solr.

# Dependencies

Some functionality is dependent on PathAuto/Token and ApacheSolr. Functionality for PathAuto/Token is currently working with the development code of those two projects.

ApacheSolr and Search API Solr are merging under Search API Solr for Drupal 8. Integration of Private Taxonomy with Search API Solr cannot occur until hooks are completed.

Automated testing has continued to turn up changes to dependencies. Users are needed to identify problems not caught by the automated testing.
