Use $file->filemime directly in theme_file_link() rather than recalculating the mimetype

Followup to #2163209: Add alternate text to file icon, this is a small performance improvement which seems to me like it should work.

I think it's not relevant for Drupal 8 anymore since Drupal 8 appears to be using CSS background images for these icons.
