Not sure what is going on, but in all my views that use "exposed filter" and "exposed operator" , if I select, "is empty (null)" or "is not empty (null)" then exposed field's css gets set to "display: none" and is no longer displayed.
I'm not seeing any custom css I've added that would change this.

Please see if #3067681: Exposed Filters that Expose the "is empty" and "is not empty" Operators are Not Handled Properly initially, which I've just filed, captures the issue you are seeing.
