Problem/Motivation

When $settings['extension_discovery_scan_tests'] is set to TRUE, test modules show up on the extend page. All testing support modules are listed under the "Testing" category except for accept_header_routing_test and update_test_postupdate.

Proposed resolution

Add package: Testing to the *.info.yml files of the affected modules.

Remaining tasks

Patch and review.

User interface changes

Testing modules will appear in the "Testing" category instead of "Other".

API changes
