I created a simple webform feature module with a few fields and a condition. If I make a change to the form and then try to revert the feature using drush the feature remains overridden. I am able to revert the feature using the Features UI.

I experienced this problem as well. For what it's worth, reverting a second time with --force seemed to help it take.

Looks like the MODULE.features.webform.inc is not loaded before the revert.

Adding the following code in the webform_features.features.inc at first line of webform_features_rebuild() fix the issue:

// webform_features.features.inc
...
function webform_features_rebuild($module) {
  module_load_include('features.webform.inc', $module, $module);
  $nodes = module_invoke($module, 'webform_defaults');
  // ...
}
// ...
