Not 100% sure off the top of my head when this happens but I remember looking and somewhere migrate was settings or leaving an empty value for the label of these fields during migration and it was getting written leaving the fields unusable.

Sneaky. The reason this was never caught by our tests is because we had no tests for the relevant migration. Behold, a fail patch.
