hook_element_info() is marked as @deprecated, but lacks a 'remove before' version:
* @deprecated Use an annotated class instead, see
* \Drupal\Core\Render\Element\ElementInterface.
A patch exists to remove the hook invocation and all code using the hook: #2311393: Remove hook_element_info() and all references to it
However, we're late in the development cycle, so let's deprecate it for removal before the 9.0.0 release.
This issue will deal with marking the hook as deprecated, and #2311393: Remove hook_element_info() and all references to it can remain as a removal of usages.

jhodgdonOK. The intention was always to remove it in 8.0.x but apparently we didn't and we didn't write a change record either saying it was going away, so I guess we are stuck. :(
Whoever commits this: if you think we can still remove it for 8.0.x maybe you can comment on the related issue?

xanoIt's deprecated for 8.0.0. 9.0.0 is the version it will be removed in.
