Drupal uses a switch statement in user.admin.inc line 27 theres a case of t('Create new account') and then $form['actions']['submit']['#value'] changes to this value via a form_alter() break the user_register form functionality.

Try with this new patch.
It's a modified version of the current one only with the relevant changes and done against the current D7 Version.
I hope, it will work properly now.
