Add permission or other way of using tota11y on a public site without giving access to anonymous users

I'm not sure about this, I see this more as a development module that gets disabled when users are let loose on the site.

Thanks for wrapping this up into a Drupal module.

I'd also love to see a permission for this as well. That way it can be given to site editors / admins as a helper for them, but turned off from other user roles.
