yes, #2595613: '#title_display' => 'invisible' does not work for composite form elements does fix the title_invisible failure.. but does not set it to invisible on this form.

@SKAUGHT, thanks for making an issue and creating a patch to fix the double fieldset.

I am not able to reproduce this on 8.9.x. I don't know when it was fixed and not sure how to search for it. I'm closing this as cannot reproduce.
