In conjunction with #1869620: Create permanent User->Affiliate relationship using rules I believe I'm going to need a rules action that will pull a specified affiliate/user to attribute to a commission. Currently the only option is for the affiliate to be defined by the cookie.

Here's a patch. Please review.

I found another use case that I needed this for. I have users on the site creating events and I wanted it to give them a % commission for each ticket to the event that is sold. Using this patch I was able to define the affiliate as the event author.

Thanks for committing. We'll watch this one in case anyone runs into problems. So far so good for me, but I am hoping to see a few commissions come through on my live site I have this running on before I call it good.
