When testing the staging site, it lacks CSS styles several times I tried. After I logged in at least, it started to look sane (except #2495837: Localize D7 site heading wrong logo, wrong layout), but before I did, it looked totally broke and very sad. This needs to be fixed on the rebuild/migration script, so that people are not scared immediately away when we call for testing the site. (Or alternatively if this bug happens after the rebuild until the next login, we need to freeze the site for a while to test and not rebuild it). This last option may be useful for testers also to be able to test anytime and not have staging l.d.o go away in the middle of testing.

Also even when the site layout starts to look fine, the localization server CSS is still missing. Eg. the front page language progress bars don't display at all, unless you order by one of the columns first, when it starts to show up.. Sounds VERY scary if not a side-effect of the staging rebuild process and its impossible for me to tell from here why it happens.

When porting, we're now turning off the aggregation settings, which fixes the problem. Once we get the site fully deployed, we can turn these settings back on, which should properly re-aggregate the css and js.
