No attachment sent

No attachment is being sent after uploading a file for a specific account e-mail. The problem is found in the function "account_settings_email_attachment_mail_attachment" which uses wrong parameters for the $attachment array.

Currently the 'filecontent' parameters is being filled with the $filepath variable. This parameter should not contain the path to the file but the contents of the file. Another solution is changing the 'filecontent' parameter to 'filepath'.

I will supply both fixes in two seperate patches.
