On a fresh installation of Drupal 7, go to admin/structure/block/demo/bartik as an unprivileged/anonymous user. The "access denied" page you get to shows the region names, which is only supposed to be shown to administrators:

Patch still applies, and I confirmed that it correctly addresses the issue. The block demonstration functionality does not yet have any tests, so I added some basic coverage, including a test for the bug reported here.
