I am a beginner php/mysql but I know that this job should be VERY easy for a expert coder. I need a icon nav menu (primary links) which does not display the link text just icons. I also need for these icons to change colors when rolled over and when active. I prefer the use of CSS for this. Please let me know price, and time frame. This should be quick.
