order of listed terms

I've posted an issue about this in the forum, but I feel that most of my forum postings go into a black hole, so I'm trying here too. This it more of a general taxonomy issue, but I think it might involve themeing the term display output as well so here goes:

How can I get the terms in a hierarchical vocabulary tree to list/display in the same order that they appear on the taxonomy "list terms" page? I'm guessing this would involve grouping and sorting terms by their parent-term weight first before their individual weights. I don't know if it's possible, and I don't know how to accomplish it.
